So while playing through Pokemon Black I've come to an understanding about certain classifications. What does it truly mean to be a "Legendary" Pokemon? Following the logic of the video games, we draw several conclusions and standard rules for what a Pokemon of legendary status is.
1.) It is unique. There is no other version of it, as it is neither breedable nor is it born from a normal Pokemon species. In short, there never has been nor will there ever be another Pokemon of this nature.
2.) It is powerful. Standing among the strongest Pokemon in the known universe, those who fall under the title of "Legendary" possess some of the strongest abilities, moves and stats possible.
3.) It is an event. Every legendary ever introduced has been one that requires a prerequisite before even challenging it. Some are easier then other, many requiring an entire game plot to unfold, a large dungeon to scale or pure luck to come upon. In this way, they are some of the hardest Pokemon to get hold of.
With these three ideas in mind, I've realized that though many Pokemon count as "Legendary" it would be best to place them under the class of "Unique" or "Unique Rare". I'll use Generation 1 Pokemon for the example.
Common: Rattata, Pidgey, Caterpie, Geodude
Rare: Chansey, Dratini, Gyarados, All Starters
Unique Rare: Zapdos, Moltres, Articuno, Mewtwo
Legendary: Mew
As you see, Mew would be the only true "Legendary" in Gen 1 as its actually a Pokemon from the beginning of time creation and has a unique effect on the Pokemon world as a whole. The three legendary birds were possibly mutations or creations of other Pokemon, much like the three legendary beasts and three legendary golems. Mewtwo himself being a man made creation. Deoxys being an interstellar virus. Jirachi and Celebi being uniquely powerful Pokemon, but by no means world shaping in a normal sense.
I believe the only true legendary Pokemon are ones such as Groudon, Kyogre, Rayquaza. Dialga, Palkia, Giratina. Azelf, Mesprit, Uxie. Zekrom, Reshirom, Kyurem. Mew. Arceus.
The Pokemon above are known for having direct control over the universe's elements and/or functions. They have created entire regions or reigned over elements within the universe itself.
With this in mind, I suggest that these particular Pokemon be true "Legends" and be completely unobtainable in anyway. Because these Pokemon have integral plot points and could very well allow a player to shape the universe itself, I would say these Pokemon be used purely for event purposes and those other legendary that dont apply be considered unique obtainable through various circumstances and events as they already are..
